Applications invited for Contract Hydrologist post
The Land and Resource Management (LRM) Unit of the Northern Ireland Environment Agency invite applications for the post of Contract Hydrologist at Senior Scientific Officer level.

JOB TITLE:
Contract Hydrogeologist at the Senior Scientific Officer level within the Land Quality Section of the Land and Resource Management (LRM) Unit of the Northern Ireland Environment Agency.

JOB PURPOSE / CONTEXT:
To provide hydrogeological and technical advice and support on the redevelopment of Brownfield sites to Planning Service and other Departments and Government Agencies (incl. Planning Service, DFP, DSD, etc). This advice will include dealing with:

  • planning applications at pre-application (PADS);
  • application (outline and full),
  • compliance and enforcement of planning conditions,
  • support

in preparing statement of case and presenting at planning appeals.

The post holder will be required to evaluate and assess detailed technical reports and prepare responses, attend site visits and meetings and liaise with a wide range of stakeholders (e.g. planning officers, environmental consultancies, developers, planning agents, the public, etc).


RESPONSIBLE/ACCOUNTABLE TO:
The post-holder will report to the Principle Scientific Officer within the Land Quality section of the LRM Unit.


MAIN DUTIES

  • Provision of advice to support legislative and policy developments (Planning, Environmental Liability Regs) relevant to managing risks due to ground / groundwater contamination;

  • Provision of hydrogeological and technical advice on site assessments, contaminant hydrogeology, hydrogeological risk assessments, remediation strategies and remediation measures in support of the redevelopment and regeneration of contaminated sites via the planning process, regulatory pressures, and/or voluntary remediation. This will require the post holder to attend meetings and visit sites as required;
  • Evaluate and assess hydrogeological risk assessments and site data in support of the above. This will require the post holder to have an understanding of hydrogeological risk assessment models and experience in using such models;
  • Review and provide comment on relevant draft/ consultation reports as prepared by other Depts/ Agencies;
  • To deliver priorities to timescale as required by the NIEA project manager.
  • Comply with NIEA’s health and safety procedures and risk assessments.


PROFESSIONAL COMPETENCES

  • Minimum qualification of a degree in hydrogeology, geology or a suitable scientific discipline with 3 years experience gained at a professional level;
  • Good understanding of contaminated land, water and/or waste legislation;
  • Good technical experience in one or more areas of; hydrogeology, geology, geochemistry, site assessment, hydro-geological risk management;
  • Ability and experience in assessing and evaluating third party reports (e.g. site date; hydrogeological and human health risk assessments, remediation strategies, verification of remediation, etc);
  • Good interpersonal and communication skills with an ability to work with a range of stakeholders;
  • Project management;
  • GIS and IT skills
